The ballot question
WITHOUT INCREASING ANY TAXES, SHALL THE CITY OF ASPEN DEBT BE INCREASED BY AN AMOUNT NOT TO EXCEED $100,000,000, WITH A TOTAL REPAYMENT COST NOT TO EXCEED $255,000,000, FOR THE PURPOSE OF FINANCING THE EXPANSION, RENOVATION, IMPROVEMENT, REMODELING AND EQUIPPING OF ITS WATER TREATMENT FACILITY; SUCH DEBT TO BE ISSUED IN THE FORM OF REVENUE BONDS OR OTHER MULTIPLE FISCAL YEAR FINANCIAL OBLIGATION, WITH SUCH TERMS, AND BEARING INTEREST AT SUCH RATES AS MAY BE APPROVED BY CITY COUNCIL, PAYABLE SOLELY FROM THE WATER ACTIVITY ENTERPRISE REVENUE, AND TO COLLECT, RETAIN AND SPEND ALL REVENUE AND INTEREST FROM THESE FINANCIAL OBLIGATIONS AS A VOTER-APPROVED REVENUE CHANGE TO LIMITS UNDER COLORADO LAW, OR ANY OTHER LAW?

- Aspen could issue the debt, repay it solely from water utility revenue, and retain the bond proceeds and interest outside state revenue limits.
- A no vote means
- Aspen would not receive this borrowing authority.
