The Clerk and Recorder keeps Moffat County's voter registration and conducts its primary, general and county elections, the elections for Clerk and Recorder among them. For that office above all, I want the change of hands the Colorado Constitution sets after two consecutive four-year terms. Question 1A adds four years to the time one person can run the county's elections without a break.
This year's primary drew one candidate for the office. When a primary draws a single candidate, the term limit is the one certain point at which the office passes to someone new, and 1A puts that point off by four years. The case made for 1A at the commissioners' meeting rests on experience, and two full terms already give a clerk that experience before the limit applies.
I recommend a no vote on Moffat County Ballot Question 1A.

Question 1A lengthens the term limit for the office of Moffat County Clerk and Recorder by one term, to a maximum of three consecutive terms, as authorized by Article XVIII, Section 11 of the Colorado Constitution. A majority yes vote lets a Clerk and Recorder serve a third consecutive term. A no vote keeps the limit at two.
Resolution 2026-100, which referred the question, sets out the current limit of two consecutive four-year terms and extends it by a third four-year term. The question sets no tax or fee; the resolution charges the cost of the election to the county's general fund.
The Office That Runs Elections02
The county lists the Clerk and Recorder's duties as recording real estate transactions, issuing marriage and liquor licenses, running the Motor Vehicle Division, registering voters, and "conducting all primary, general and county elections," along with municipal and school district elections when contracted.
Under the election agreement the commissioners approved with the resolution, the Clerk and Recorder acts as the coordinated election official and conducts the November 3 election for the board, whose ballot questions include 1A.
The county names Stacy Morgan as its Clerk and Recorder. The county's official results for the June 30, 2026, primary list her as the only Republican candidate for Clerk and Recorder and list no Democratic candidate for the office.

County Attorney Max Salazar presented Resolution 2026-100 on August 25, 2026, and the board approved it 3-0. According to the minutes, Commissioner Tony Bohrer spoke about past efforts to extend elected officials' terms, and the minutes add that the three posts require knowledge and experience and that the longer a qualified person stays in place, the better.
One Office per Question04
The resolution states that the measure applies only to the specific offices submitted to the voters. Questions 1B and 1C put the same one-term extension to voters for the Assessor and the Treasurer, each on a separate question. The result on 1A changes the limit for the Clerk and Recorder alone: 1A can pass while 1B or 1C fails, and a yes on 1A leaves the limits on the other two offices unchanged.
