Colorado's Constitution holds the Moffat County Treasurer to two consecutive terms. Question 1C, referred by the Board of County Commissioners, asks whether to lengthen that limit "to one additional term (for a maximum of three consecutive terms)," as Article XVIII, Section 11 authorizes. Voting yes allows a Treasurer to hold the office for three consecutive four-year terms instead of two; voting no leaves the two-term limit in place.
Moffat County Treasurer: Third Consecutive Term
Moffat County's Treasurer moves public money between the county's funds and pays the warrants the county issues for its debts and payroll, on the commissioners' authority. The Constitution ends one person's hold on that work after two consecutive terms, and I support keeping that limit on the office that pays the county's bills.
Question 1C lets the same person carry out those transfers for a third four-year term. I oppose four more consecutive years for one person in charge of those accounts.
I recommend a no vote on Moffat County Ballot Question 1C.

The Moffat County Treasurer could serve up to three consecutive terms.
The limit set by Article XVIII, Section 11 of the Colorado Constitution, two consecutive terms, would stay.
Section 11 entered the Constitution by initiative in 1994 and took effect on January 19, 1995. It generally limits nonjudicial elected officials of counties and other political subdivisions to two consecutive terms, with a three-term limit for offices whose terms last two years or less. It states its purpose: "to broaden the opportunities for public service and to assure that elected officials of governments are responsive to the citizens of those governments." Terms count as consecutive unless they are at least four years apart. The same section lets the voters of a county lengthen, shorten or eliminate the limits.
The commissioners adopted Resolution 2026-100, titled "Referendum on Term Limits," by a 3-0 vote on August 25, 2026. Resolution 2026-100 places separate questions on the ballot for the Clerk and Recorder (1A), the Assessor (1B) and the Treasurer (1C), and limits each to the office it names. Only 1C decides the Treasurer's limit, whatever happens to the other two. The county pays for the election from its general fund.
Before the vote, Commissioner Tony Bohrer told the board that the Clerk and Recorder, Assessor and Treasurer posts require knowledge and experience and that a qualified officeholder is worth keeping longer, according to the minutes.
The same August 25 consent agenda carried four resolutions authorizing the Treasurer to move money between county funds: Resolution 2026-95 for intergovernment funds, and Resolutions 2026-97, 2026-98 and 2026-99 for warrants issued against the county's warrant fund to pay its debts, obligations and payroll.
