The ballot question
SHALL NORTH RANGE METROPOLITAN DISTRICT NO 3 TAXES BE DECREASED FROM A MAXIMUM LIMIT OF $20,000,000 ANNUALLY DOWN TO A MAXIMUM LIMIT OF $9,000,000 ANNUALLY FOR THE PURPOSE OF FUNDING THE MAINTENANCE OF PARKS AND OPEN SPACES, GENERAL OPERATIONS OF THE DISTRICT AND ANY OR ALL PUBLIC SERVICES PROVIDED BY THE DISTRICT; SUCH ANNUAL TAX LIMIT TO BE ADJUSTED ANNUALLY FOR INFLATION PER THE COLORADO CONSUMER PRICE INDEX AS TRACKED BY THE UNITED STATES BUREAU OF LABOR STASTICS; SUCH TAXES TO CONSIST OF AN AD VALOREM MILL LEVY IMPOSED WITHOUT LIMITATION OF RATE OR WITH SUCH LIMITATIONS AS MAY BE DETERMINED BY THE BOARD, AND IN AMOUNTS SUFFICIENT TO PRODUCE PROPERTY TAX REVENUE THAT DOES NOT EXCEED $9,000,000 ANNUALLY (AS ADJUSTED FOR INFLATION); AND SHALL THE PROCEEDS OF SUCH TAXES AND INVESTMENT INCOME THEREON BE COLLECTED AND SPENT BY THE DISTRICT AS A VOTER-APPROVED REVENUE CHANGE IN 2026 AND IN EACH YEAR THEREAFTER, WITHOUT REGARD TO ANY SPENDING, REVENUE-RAISING, OR OTHER LIMITATION CONTAINED WITHIN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION, OR SECTION 29-1-301, COLORADO REVISED STATUTES?

- The district's maximum operations and maintenance tax would fall to $9,000,000 a year, adjusted for inflation, collected and spent outside TABOR's limits.
