Prohibit Funding of Multiple Fiscal Year Non-Debt Agreements outside of voter established tax limitations Shall Ballot Issue 5S, unanimously approved by three voters at a special election held on November 4, 2014, be forever repealed and rescinded effective immediately, which ballot issue authorizes Stone Creek Metropolitan District to enter into one or more intergovernmental agreements, which agreement may constitute a multiple fiscal year financial obligation of the District, for the purpose of jointly financing the costs of any public improvements, facilities, systems, programs, or projects which the District may lawfully provide, or for the purpose of providing for the operations and maintenance of the District and its facilities and properties?
