WITHOUT IMPOSING A NEW TAX, SHALL SWINK SCHOOL DISTRICT NO. 33 DEBT BE INCREASED $2.43 MILLION, WITH A TOTAL REPAYMENT COST OF UP TO $4.8 MILLION, AND SHALL DISTRICT TAXES PREVIOUSLY APPROVED IN 2007 BE EXTENDED TO PAY SUCH NEW DEBT INCURRED FOR THE PURPOSE OF FINANCING IMPROVEMENTS TO DISTRICT FACILITIES, INCLUDING, TO THE EXTENT OF AVAILABLE MONEYS: REPLACING THE CEILING AND ROOF, PERFORMING ASBESTOS ABATEMENT, AND CONSTRUCTING OTHER UPGRADES TO THE PAT LESAR MEMORIAL GYMNASIUM; INSTALLING NEW PLUMBING, ELECTRICAL SYSTEMS, AND HVAC SYSTEMS THROUGHOUT THE PAT LESAR MEMORIAL GYMNASIUM; CONSTRUCTING IMPROVEMENTS TO THE DISTRICT'S PLAYGROUND, PARKING LOTS, AND SIDEWALKS TO ADDRESS DESTRUCTIVE DRAINAGE ISSUES; RENOVATING BUILDING ENTRANCES FOR ADA COMPLIANCE; AND UPGRADING PLAYGROUND EQUIPMENT AND SURFACES, BY THE ISSUANCE AND PAYMENT OF GENERAL OBLIGATION BONDS WHICH SHALL BEAR INTEREST, MATURE, BE SUBJECT TO REDEMPTION, WITH OR WITHOUT PREMIUM, AND BE ISSUED AT SUCH TIME, AT SUCH PRICE (AT, ABOVE OR BELOW PAR) AND IN SUCH MANNER AND CONTAINING SUCH TERMS CONSISTENT WITH THIS BALLOT ISSUE, AS THE BOARD OF EDUCATION MAY DETERMINE; AND SHALL AD VALOREM PROPERTY TAXES BE LEVIED WITHOUT LIMIT AS TO THE MILL RATE, BUT BY NOT MORE THAN $190,000 ANNUALLY, TO GENERATE AMOUNTS SUFFICIENT IN EACH YEAR TO PAY THE PRINCIPAL OF, PREMIUM IF ANY, AND INTEREST ON THE BONDS?
