Question 4A takes away the residency rule that ties each seat on the Arickaree Board of Education to a director district. Under the at-large plan the board adopted in July, a candidate for any of the seats may live anywhere in the school district.

I favor district representation on a school board. When a director must live in the director district the seat covers, that part of the school district has a director who lives there. Under an at-large plan, every seat on the board can go to candidates from one community, and the rest of the district can be left with no director living in it. I oppose ending the director districts.

I recommend a no vote on Arickaree School District R-2 Referred Ballot Question 4A.

A Plan the Board Adopted in July01

At its regular meeting on July 9, 2026, the Board of Education of Arickaree School District R-2 adopted a plan that eliminates the director district plan of representation for its elected directors and replaces it with an at-large plan. Question 4A puts that plan to the district's voters for approval. The July 9 minutes record Resolution #27-26, adopted with all five directors voting yes, to change the board's district seats to five at-large seats on the November general election ballot.

The board's policy on member qualifications, Policy BBBA, adopted in February 2013, sets the same basic test for every candidate for school director: residence in the school district and registration as a voter for at least 12 consecutive months before the election, an age of 18 or older by election day, and United States citizenship.

The policy adds one more rule for a district with director districts. Where the district has a director district plan, or a combined director district and at-large plan, "the candidate must be a resident of the director district in which he or she is a candidate." That rule ties a director district seat to one part of the school district. Under an all at-large plan, the district-wide residency test is the only one, and a candidate for any seat may live anywhere in the district.

A yes vote approves the plan the board adopted on July 9 and ends the director districts. A no vote keeps the director district plan of representation in place. Question 4A sets no tax or fee.
