SHALL BENNETT SCHOOL DISTRICT NO. 29J DEBT BE INCREASED UP TO $125 MILLION WITH A REPAYMENT COST OF UP TO $235 MILLION, AND SHALL DISTRICT TAXES BE INCREASED BY UP TO $11 MILLION ANNUALLY TO REPAIR AND IMPROVE AGING SCHOOL BUILDNGS, AND TO ADDRESS INCREASED ENROLLMENT AND OVERCROWDING, BY FINANCNG THE COSTS OF: - CONSTRUCTING A NEW HIGH SCHOOL ON THE EXISTING CAMPUS WHICH ALSO INCLUDES CAREER AND TECHNICAL EDUCATION AREAS AND ATHLETIC FACILITIES; - CONVERTING THE EXISTING HIGH SCHOOL BULDING TO A MIDDLE SCHOOL TO EXTEND ITS USEFUL LIFE; - ENHANCING SECURITY AND SAFETY IMPROVEMENTS AT ALL SCHOOL BUILDNGS, WHICH INCLUDES SECURING MAIN ENTRIES, MODERNIZING SAFETY AND SECURITY SYSTEMS, IMPROVING EXTERIOR LIGHTING, AND EXPANDING PARKING AND TRAFFIC FLOWS; AND AS FUNDS ALLOW, NEEDED REPAIR AND IMPROVEMENTS TO SCHOOL FACILITIES, BY THE ISSUANCE AND PAYMENT OF GENERAL OBLIGATION BONDS (I) THE EXPENDITURES FROM WHICH SHALL BE MONITORED BY A CITIZEN'S OVERSIGHT COMMITTEE AND (II) WHICH SHALL BEAR INTEREST, MATURE, PERMIT REDEMPTION, AND BE ISSUED AT SUCH TIME AND PRICES (AT, ABOVE OR BELOW PAR), AND CONTAINING TERMS CONSISTENT WITH THIS BALLOT MEASURE AS THE BOARD OF EDUCATION DETERMINES; AND SHALL AD VALOREM PROPERTY TAXES BE LEVIED WITHOUT LIMIT AS TO THE MILL RATE TO GENERATE AMOUNTS, NOT TO EXCEED THE ABOVE AMOUNTS, SUFFICIENT IN EACH YEAR TO TIMELY PAY THE PRINCIPAL OF AND INTEREST ON THE BONDS?
