SHALL COLUMBINE KNOLLS GROVE METROPOLITAN RECREATION DISTRICT DEBT BE INCREASED BY UP TO $6,600,000, WITH A MAXIMUM REPAYMENT COST OF UP TO $13,100,000, AND SHALL DISTRICT TAXES BE INCREASED BY UP TO $440,000 ANNUALLY FOR A PERIOD NOT TO EXCEED THIRTY (30) YEARS, FOR THE PURPOSE OF FINANCING THE COSTS OF REPAIRING, RENOVATING, REPLACING, CONSTRUCTING, EQUIPPING, PLANNING AND IMPROVING DISTRICT RECREATIONAL FACILITIES, PARKS, INFRASTRUCTURE, AND AMENITIES, INCLUDING WITHOUT LIMITATION: AQUATIC FACILITY IMPROVEMENTS; PARK, PLAYGROUND, ATHLETIC FACILITY, AND RECREATIONAL AMENITY IMPROVEMENTS; AND DISTRICT-WIDE INFRASTRUCTURE, ACCESSIBILITY, SAFETY, AND DEFERRED MAINTENANCE IMPROVEMENTS; SUCH DEBT TO CONSIST OF GENERAL OBLIGATION BONDS WHICH SHALL BEAR INTEREST AT A MAXIMUM NET EFFECTIVE INTEREST RATE NOT TO EXCEED 5.25% PER ANNUM AND BE ISSUED AT SUCH TIME AND PRICES (AT, ABOVE OR BELOW PAR) AND CONTAINING SUCH TERMS CONSISTENT HEREWITH, AS THE BOARD OF DIRECTORS MAY DETERMINE; SHALL AD VALOREM PROPERTY TAXES BE LEVIED WITHOUT LIMIT AS TO THE MILL RATE TO GENERATE AN AMOUNT SUFFICIENT IN EACH YEAR TO PAY THE PRINCIPAL, PREMIUM IF ANY, AND INTEREST ON SUCH BONDS; AND SHALL ANY EARNINGS FROM THE INVESTMENT OF THE PROCEEDS OF SUCH TAXES AND BONDS CONSTITUTE A VOTER-APPROVED REVENUE CHANGE UNDER ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION (“TABOR”)?
