Walsenburg 2A was placed on the ballot by citizen petition. It would amend Sections 16-4-700 and 16-4-720 of the city's municipal code, which govern the Criminal Detention Center District. The ordinance defines a criminal detention center as a secure, state-authorized location and a penal institution as a facility for people convicted of crimes, states that neither definition extends to federal incarceration of immigrants, and ends the special-use permits that now allow four retail marijuana uses in the district. The city's Ordinance No. 1221 states that the measure does not increase taxes or create debt.
