Permanently repeals the metro district's $840 million of unused voter-approved borrowing authority.
These questions change which decisions a council may make on its own and which must go to a vote of the people. Four raise the requirement. Castle Pines 300 would require city voter approval to annex property over 20 acres under one owner or ownership group. Castle Pines 301 would send parcels of that size annexed within 180 days of the change taking effect back to city voters for ratification. Longmont 3B would add open space to the land the city cannot sell without a vote. Lakewood 2I would strike charter language allowing a 7 percent annual property tax increase without one. Mountain View 2C lowers it: the council could create boards and commissions by ordinance where the charter now requires a vote of the people. Two Louisville questions change the path to the ballot itself. Louisville 2E would raise the signatures needed to start an initiative from 5 to 7.5 percent of registered electors, and 2G would require the text to go to the City Manager for review at a public meeting first.
