The ballot question
WITHOUT IMPOSING ANY NEW TAX, SHALL WEST GRAND SCHOOL DISTRICT DEBT BE INCREASED UP TO $13.3 MILLION, WITH A REPAYMENT COST OF UP TO $24.97 MILLION (PRINCIPAL AND INTEREST), WITH THE PROCEEDS OF SUCH DEBT TO BE USED TO FINANCE CAPITAL IMPROVEMENTS TO DISTRICT FACILITIES, INCLUDING: • RENOVATION OF JR/SR HIGH SCHOOL TO FOCUS ON HEALTH, SAFETY, ACCESSIBILITY AND SECURITY UPGRADES AND IMPROVEMENTS; • PROVIDE MATCHING FUNDS IN ORDER TO RECEIVE A STATE GRANT IN AN APPROXIMATE AMOUNT OF $10 MILLION (THE RECEIPT OF WHICH IS CONTINGENT UPON THE DISTRICT'S ABILITY TO PROVIDE THE MATCHING AMOUNT AND WHICH GRANT DOES NOT NEED TO BE REPAID); AND SHALL THE TAXES AUTHORIZED AT THE 2006 ELECTION BE EXTENDED AND USED TO PAY THIS DEBT IN ADDITION TO THE 2006 DEBT; AND SHALL THE MILL LEVY BE INCREASED IN ANY YEAR WITHOUT LIMITATION AS TO RATE BUT ONLY IN AN AMOUNT SUFFICIENT TO PAY THE PRINCIPAL OF, PREMIUM, IF ANY, AND INTEREST ON SUCH DEBT OR ANY REFUNDING DEBT (OR TO CREATE A RESERVE FOR SAME); AND MAY SUCH DEBT BE EVIDENCED BY THE ISSUANCE OF GENERAL OBLIGATION BONDS SOLD IN ONE SERIES OR MORE, FOR A PRICE ABOVE OR BELOW THE PRINCIPAL AMOUNT, ON TERMS AND CONDITIONS, AND WITH SUCH MATURITIES AS PERMITTED BY LAW; AND SHALL THE REVENUES FROM SUCH DEBT AND TAXES AND ANY INVESTMENT EARNINGS THEREON BE COLLECTED AND SPENT AS A VOTER APPROVED REVENUE CHANGE UNDER ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION AND ANY OTHER LAW?
