Devolution

The transfer or delegation of power from a central government or authority to a local or regional level; the process of transferring decision-making authority closer to the people affected by those decisions.

From Latin 'devolvere' meaning 'to roll down,' from 'de-' (down) + 'volvere' (to roll). First used in English in the 15th century to describe the passing down or transfer of rights, duties, or powers.
