Natalie Menten is a Colorado taxpayer advocate and government watchdog with over two decades of experience in state and local public policy. She currently serves as a Director of the TABOR Foundation, defending Colorado's Taxpayer's Bill of Rights from legislative and ballot attacks. She is also the founder of Colorado Engaged and creator of Ballot2022.com, resources dedicated to educating citizens on ballot measures and government accountability.
Menten served two terms on the Regional Transportation District (RTD) board from 2012 to 2020, representing one of the state's largest government districts. During her tenure, she served as Executive Committee Vice-Chair and Finance Committee Chair, where she successfully eliminated electronic CORA fees and championed fiscal responsibility within the agency.
Her taxpayer advocacy work includes spearheading the repeal of the Lakewood grocery tax in 2009, cataloging local tax ballot issues across Colorado's 64 counties, and helping citizens submit arguments against tax increases in local voter guides. Her efforts have been credited with defeating multiple tax measures in Jefferson and Douglas counties.
Prior to her public policy work, Menten co-owned and operated an automotive business for more than two decades. She ran as a Republican candidate for Jefferson County Commissioner in 2024, focusing on property tax issues and government accountability. She continues to monitor state legislation affecting taxpayers and property rights.
Menten has appeared on the Kim Monson Show over 20 times since 2019, providing expert analysis on TABOR, property taxes, ballot initiatives, and deceptive ballot language that threatens taxpayer protections.
“When we give government money and it sounds like it's going to this, that is not necessarily what it really is. And it was a PR person who spent a bunch of money on polling, figured out the words that were going to persuade the voter to fill in the yes box.”
Mark Baisley presents property tax reform as FAST 41 and TABOR rights take center stage. August 26, 2024.
“But these are county commissioners who determine your property tax rates, whether you're being overcharged and whether that county commissioner will just cut your tax bill at the beginning, so you don't even have to put it out of pocket and wait for a TABR refund.”
Property rights activist Taralyn Romero shares the latest regarding Palizzi Farm. Taxpayer watchdog Natalie Menten addresses RTD’s ballot question to keep your money. Robyn Carnes notes why she is running for Colorado State Senate.
“They want to imply it's not an increase in a new tax. So I'll agree that's not a new tax. It's increasing the tax rate, though. That's in contradiction to what their language says because if we're not getting our refunds back, our rebate, our TABOR rebate, then the effective rate we pay is higher.”
Natalie Menten exposes taxpayer-funded TABOR attacks, Nephi Cole warns of Second Amendment threats, and Allen Thomas on GOP primaries. February 23, 2024.
“Any question that's on the ballot and starts with without increasing taxes is 99.9999% sure to increase your taxes. That's the only reason it's on the ballot, because TABOR requires that those increase beyond there. So when people waived their TABOR rights, in many of those cases, it started out with a question, without increasing your taxes, may the government retain revenue under Article 10, Section 20, and notwithstanding any other law? The average person doesn't know what that meant. They just read without increasing taxes, right? And then the glossy flyer that comes from somebody, maybe taxpayer funded in some ways, says basically, do you want all these goodies? And it's without increasing taxes. And voters don't know they just got snookered.”
Liberty Toastmasters debates taxation while attorney John Case defends Tina Peters. Kurt Gerwitz analyzes Bidenomics. February 12, 2024.
“There's a loophole in our laws that allows governments to use our taxpayer money to campaign against us, and how wrong that is in itself. We should be demanding instead of that focus on a local level and these cozy relationships, first and foremost, government should not be spending our public money on a tax increase campaign. It is wrong. It is wrong.”

“They did not fail with the special session because those who were in charge of it really had no intent of trying to really produce meaningful relief for the property owners here that we'll face in January.”
“That bill would have served the purpose of the special session, providing meaningful relief across the board, plain, simple, clean cut. And it was rapidly killed by the majority that are in control down at the state capitol.”

“They didn't need our approval to pass that property tax relief. They are holding it hostage so that they can seize Tabor refunds by using a crafty, sly ballot question, which is Proposition HH.”
Civic duty with Liberty Toastmasters. Natalie Menten and Brandon Wark expose Prop HH deceptions. August 31, 2023.
“At the end of the day, it's going to take our TABOR refunds, gradually grows the size of government by one percentage point, taking money from the private sector, our pockets, growing the size of government, yet they're trying to pass it off as meaningful property tax relief, which is a joke.”
Martha Zoller on Georgia politics and Trump charges. Natalie Menten and Brandon Wark expose Proposition HH. August 10, 2023.
“The main ones are that the government has to ask voters' consent to be able to raise taxes or keep excess revenue, which was supposed to be for a limited amount of time. But it's about consent, and the government does not like that.”

“It boils down to empowering the citizens, the property owners, to be able to understand that they do have control over what is going on and provide information on the avenues that they can explore to ensure they're able to still stay in their property as we face systematic spike in property values.”
Sharyl Attkisson, Ty Winter, Karen Levine, Natalie Menten. April 13, 2023.
“What it is doing in short is it's banning single-family only developments. The bill will grant right of use, and what this right of use that's granted is in what is existing single-family residential-only neighborhoods, they would instead be allowed to add four accessory dwelling units onto any single-family residential lot.”

“That means that the government being allowed to keep the excess revenue should be limited to four years, which matches the term of most elected offices, and allows voters four years to determine, hey, is the government using my money appropriately?”

“I'm facing that out here in Jeffco where the commissioners have three ballot issues. All three will de-tabor unconstitutionally. And they don't talk about the millions, a couple hundred million dollars of COVID money. They haven't even spent yet all of it.”

Dave Walden and Liberty Toastmasters explore Franklin's republic quote. Natalie Menten analyzes Colorado ballot initiatives on July 28, 2022.
“This measure builds public land trust. Now we have government competing against ma and pa to acquire land. The fact is, still, there are regular people trying to buy homes, and when we have government now competing against them, that is a very scary, very scary picture to me.”
Liberty Toastmasters examines states' rights vs. federal government with Elijah Hatch, Anthony Hartsook, Marshall Dawson, and Natalie Menten on May 23, 2022.
