2A City of Thornton
Amends Thornton's charter so a council member, including the mayor, gives up the seat on formally declaring candidacy for any other elected office.
These questions change how a county, city or town is organized and what its governing body may do. Niwot 300 asks whether Niwot, unincorporated today, should become a municipality, with six further questions on the same ballot setting the taxes, borrowing and revenue retention it would have, and Niwot 301 asks whether to form a charter commission. Boulder County 200 and Douglas County 200 would each enlarge the board of commissioners from three members to five; Boulder's ballot states no cost, and Douglas's puts the change at $760,000 to $1,300,000 a year from county revenue. Lake City 2B would cut the town's board of trustees from six to four, and Mountain View 2B would change the town from a council-mayor to a council-manager government. Montezuma County 1A would remove the limit on consecutive terms for the county assessor, clerk and recorder, surveyor and treasurer. Louisville 2C would widen the subjects its council may take up in closed session to everything state law allows. Lakewood 2H and Louisville 2D would start a newly elected term at the first regular meeting after the results are certified. Morrison 2F would set four-year staggered terms without term limits. Two questions do not print the text they would adopt: Cherry Hills Village 2C, which adds a charter section on home rule authority to regulate land use, and Morrison 2F, which prints only its amending sentence. Glendale 2B would grant Xcel Energy a twenty-year Glendale utility franchise from 2028 to 2048, and the ballot does not say what the city receives in return. Denver's franchise question is under Utility Franchise.
