Laura Neimeister and John Gragoski explain why the Founders included Article V in the U.S. Constitution. Grabowsky and Neimeister are affiliated with the Colorado branch of the Convention of States. This organization aims to initiate an Article V convention with the purpose of placing constraints on governmental powers. According to Article V, a convention must be convened by Congress if 2/3 of the states demand it, and any amendments stemming from this convention will be integrated into the Constitution if ratified by 3/4 of the states. Presently, the resolution necessitating the convention’s convening requires support from 34 states. Notably, the Convention of States is especially focused on the implementation of term limits for members of Congress.
